天津市公立医院海外人才管理的调查评析 被引量:1

摘要 引进海外卫生高层次人才特别是临床诊疗人才,有助于加强公立医院人才队伍建设。对天津市卫生和计划生育委员会直属的16家公立医疗机构的问卷调查表明,对海外人才需求较大的达到了13家,有14家近5年引进过海外人才,14家医院制定了海外人才引进培养政策。但天津市公立医院海外人才管理中也存在一定的问题,如缺乏针对卫生人才的管理政策、引才环境欠佳、创新载体陈旧、人才引进渠道单一等。同时,本土卫生人才海外培养后流失严重。加强海外卫生人才的引进,应在吸收国内外经验的基础上,增强政策统筹和保障,优化环境,加大维护和服务意识。 The introduction of overseas high-level health talents, especially clinical diagnosis and treatment talents, is helpful to strengthen the constructioii of talent team in public hospitals. A questionnaire survey of 16 public medical institutions directly under the Tianjin Municipal Health and Family Planning Commission shows that the demand for overseas talents has reached 13, 14 have introduced overseas talents in the past 5 years, and 14 hospitals have formulated policies for the introduction and training of overseas talents. However;there are still some problems in the overseas talent management of Tianjin public hospitals, such as lack of management policies for health talents, poor talent introduction environment, outdated innovation carriers, and single talent introduction channels. At the same time, the loss of local health talents is serious after overseas training. To strengthen the introduction of overseas health professionals, we should, on the basis of absorbing domestic and foreign experience, enhance policy coordination and protection, optimize the environment, and increase awareness of maintenance and service.
