摘要
适应建设服务型政府需要,事业单位机构绩效考核必须围绕服务社会公益成效这一目的来进行。当前事业单位机构绩效考核过程中存在能动性缺失、忽略公益服务成效、绩效考核指标体系与事业单位职能不匹配、绩效考核方式与事业单位效益不适应的问题。事业单位的绩效考核应遵循平等性与高效性统一、经济效益与社会效益兼顾的原则,发挥事业单位主体性,厘清作用场域,科学设定事业单位机构绩效考核指标,改进机构绩效考核方式方法,做好公益服务成效考核,杜绝评价指标形式化、表面化、简单量化。
In order to meet the needs of building a service-oriented government, the performance evaluation of public institutions must focus on the purpose of serving the public welfare. At present, there are some problems in the perfonnance appraisal process of public institutions, such as lack of initiative, neglect of the effectiveness of public service, mismatch between the performance appraisal index system and the functions of public institutions, and incompatibility between the performance appraisal method and the benefits of public institutions. The performance appraisal of public institutions should follow file principle of unity of equality and efficiency, and consideration of economic and social benefits. It should give full play to the subjectivity of public institutions, clarify the scope of action, scientifically set the perfonnance appraisal indicators of public institutions, improve the methods and methods of perfonnance appraisal, do a good job in the performance appraisal of public welfare services, and put an end to the formalization, superficiality and simple quantification of the evaluation indicators.
