摘要
劳务公司实行“员工制”具有提高劳务服务质量、增强劳务人员工作稳定性、规范劳动力市场、提升企业服务质量、加强社会服务参与的优势,但也面临企业运营成本高、盈利能力弱、人员不稳定等问题。推行劳务公司“员工制”管理应避免一刀切模式,遵循合理定位、政府扶助、灵活适应、经济与社会效益相结合的原则,降低起步成本,激励企业转型。政府推进劳务公司“员工制”的发展,应注意降低起步成本;行业组织要发挥监管约束职能,在制定行业规则的同时加强信息管理系统建设;企业应注重在服务政府相关部门的过程中,树立自身品牌,增强凝聚力。
The implementation of "employee system" in labor service companies has the advantages of improving the service quality of labor service, enhancing the work stability of labor service personnel, standardizing the labor market, improving the service quality of enterprises, and strengthening social service participation. However, it also faces problems such as high operating cost, weak profitability and unstable personnel. The implementation of "employee system",management in labor service companies should avoid a one-size-fits-all model and follow the principles of reasonable positioning, government assistance, flexibility and convenience, combination of economic and social benefits to reduce start-up costs and encourage enterprises to transform and combine. The government should pay attention to reducing the starting cost to promote the development of "employee system" in labor service companies. Industry organizations should play a regulatory and binding role and strengthen the construction of information management system while formulating industry rules. Enterprises should pay attention to establishing their own brands and enhancing cohesion in the process of serving relevant government departments.
