从法律支持、教育准备、核心胜任力以及实践标准4个方面介绍爱尔兰护士/助产士处方权的获得及实施过程,实践证明护士/助产士能够提供合适安全的处方、便捷的服务、充足的信息、临床决策和健康教育,可提高病人满意度、药物依从性,减少药物干预,节约经济成本和医疗资源。2007年,爱尔兰正式为处方护士/助产士提供了法律保障以及充足的教育准备,要求在处方权实践涉及的5个领域具备胜任力,并规定了一系列处方实践标准和指南为注册处方护士/助产士提供专业的药物管理规范,确保其在处方实践过程中安全、有效、胜任、符合伦理道德,并且进行适当地与处方相关的临床和自我监管机制,从而向公众保证注册处方护士/助产士拥有核心胜任力和职业责任心。

This article introduced the acquisition and implementation process of Irish nurse/midwife's prescription rights from four aspects:legal support,education preparation,core competency and practical standards.It was proved that nurses/midwives could provide appropriate and safe prescriptions,convenient services,sufficient information,clinical decision-making and health education,to improve patients' satisfaction,drug compliance,reduce drug intervention,and save economic costs and medical resources.In 2007,Ireland officially provided legal protection and adequate educational preparation for prescription nurses/midwives,required competence in five areas covered by the practice of prescription rights.The government established a series of prescription practice standards and guidelines for registered nurses/midwives to provide professional drug management practices,in order to ensure a safe,effective,competent,and ethical practice of prescriptions;it conducted appropriate prescription-related clinical and self-regulatory mechanisms to assure the public that registered nurses/midwives had core competencies and professional responsibility.
