从我国近二十年的垃圾治理经验来看,造成中国城市目前垃圾分类困境的直接原因是前端的垃圾分类、中端的垃圾运输和末端的垃圾处理环节相互脱节。本文将从居民个体和外部社会环境两个层面深入分析影响居民垃圾分类意识及行为的因素,并从政府角度提出有助于改善居民垃圾分类意识的相关建议和解决方案。

In terms of the experience of garbage control in China for nearly 20 years, the direct cause of the current garbage classification dilemma in Chinese cities is that the front-end garbage classification, the middle-end garbage transportation and the end garbage disposal are disconnected from each other. This paper will analyze the factors affecting residents’ garbage classification awareness and behavior from the two aspects of residents and external social environment, and propose relevant suggestions and solutions to improve the residents’ waste classification awareness from the perspective of the government.
