摘要
为实现5所俄罗斯大学进入世界一流大学排行榜前100位的目标,俄罗斯政府将高层次人才列为一流大学建设的关键因素,从联邦层面到大学层面颁布并实施吸引国内外高层次人才来俄罗斯大学和科研院所工作的政策.政府实施超级资助项目通过竞赛选拔,对获胜者的科研予以资金支持.在引入的高层次人才带领下创建的科学实验室,很多已成为俄罗斯现代科学的增长点,进而带动高科技经济的发展,为俄罗斯与世界科技之流合作建立起渠道.俄罗斯还重视引进具有在世界一流大学工作经验的管理人员为学术人员提供尽可能好的工作环境.也有人质疑上述做法只具备短期效果,认为培养本国的人才队伍,才是根本之策.
To achieve five Russian universities into top 100 universities in the world,the Russian government lists high-level talents as a key factor in the construction of first-class university.Both the federal government and the universities promulgated and implemented policies to attract high-level personels to Russian universities and research institutes at home.Through competition selection,the government provides the super fund to support the winners’research work.Many scientific laboratories,created under the guidance of high-level talents,have become the growth points of modern science in Russia,driving the development of high-tech economy and establishing channels for the cooperation between Russia and the world's science and technology.Russia also attaches great importance to bringing in managers with working experience in world-class universities as academic staff and providing them with the best possible working environment.Of course,there are those who question the short-term benefits of this approach,arguing that cultivating the country's talent pool is the fundamental solution.
