新时代下长江船型标准化工作推进路径探索

Exploration on the Promotion Path of the Yangtze River Ship Type Standardization Work in the New Era

为进一步推动长江船型标准化工作,本文对相关政策进行评估,总结实施成效,剖析新时代对长江船型标准化工作的新要求,探索推动实现长江船队建设由规模增长转向高质量发展的路径,从实施有偿追溯、延续鼓励政策、示范船引导持续推进、强化准入监管及完善系统配套等五个方面提出下一步工作思路和政策取向方向等相关建议。

In order to further promote the standardization work of the Yangtze River ship type,this paper evaluates relevant policies,summarizes the implementation results,analyzes the new requirements for the standardization work of the Yangtze River ship type in the new era,and explores the path to promote the construction of the Yangtze River fleet from scale growth to high quality development.Suggestions made for the next step of work and direction of policy orientation in five aspects including the implementation of paid traceability,continuation of incentive policies, continuous promotion of demonstration ship guidance,and strengthening access control and improving system support.
