摘要 在分析政务营商环境各参与主体的功能、责任、目标和要求的基础上,结合长沙特有的文化,对政府服务定位、政务服务瓶颈因素加以研究,以此确立长沙政务服务环境优化要素,提出服务型政府的观点;并以创新型区域引领,以标准化、智能化、法治化、便利化为原则,从需求识别、服务职能、服务能力、服务效能四个维度构建了政务服务评价指标体系,为改进和优化政务服务数据支持。 Based on the analysis of the functions, responsibilities, objectives and requirements of each participant in the government business environment, and combined with the unique culture of Changsha, this paper studies the orientation of government services and bottlenecks of government services, in order to establish the optimization elements of Changsha's government service environment and put forward the viewpoint of service-oriented government, and leads by innovative regions. Based on the principles of standardization, intellectualization, legalization and facilitation, the evaluation index system of government service is constructed from four dimensions: demand identification, service function, service capability and service efficiency, in order to support the improvement and optimization of government service data.
