Fintech的高质量发展与“监管沙箱”的经验借鉴

Research on Fintech High-quality Development and Experience Reference of Regulatory Sandbox

大数据、人工智能、区块链等新兴技术与传统金融的深度融合诞生了“金融科技(FinTech)”。为了防止金融科技的野蛮生长并推动其高质量发展,监管当局需采用新的监管方式——“监管沙箱”。本文首先阐释新技术发展下的金融科技;其次研究“监管沙箱”制度的最新国际进展,并探究风险可控下鼓励创新的监管思维;最后提出了我国金融科技实现高质量发展的监管应对。

New technologies such as big data, artificial intelligence, block chain and so on, combined with traditional finance, have produced new financial products and services, which are called "Fintech". In order to prevent the savage growth of Fintech and promote its high-quality development, the regulatory authorities need to adopt a new way of supervision--Regulatory Sandbox. Firstly, this paper explains the Fintech under the development of new technology. Secondly, the paper studies the latest international progress of the regulatory sandbox and explores the regulatory thinking to encourage innovation under controllable risks. Finally, the paper puts forward the countermeasures to realize high quality development of Fintech in China.
