生产性农业补贴存在的问题及对策分析

Research on the Reform of Productive Agricultural Subsidies from the Perspective of Public Finance

改革开放以来,我国主要采取生产性农业补贴来促进农业生产和调动农民生产积极性,发挥了较好的促进作用。但随着三农工作面临的新形势,现行生产性农业补贴制度存在着低水平均衡陷阱、中产农业生产者不足陷阱、中等收入陷阱等问题,需要在公共财政框架内,构建以内生动力为核心、目标导向明确、功能突出的生产性农业补贴框架体系,促进我国现代农业发展。

For a long time from the past to the present,our government is also keen to adopt productive agricultural subsidies to promote agricultural production and mobilize farmers’enthusiasm for production.However,there are various problems in the current subsidy system for productive agriculture,such as the low-level equilibrium trap,the shortage trap of middle-class agricultural producers,and the middle-income trap.Therefore,in order to break out of the"three traps",this paper puts forward the idea of constructing a productive agricultural subsidy reform with endogenous power as the core,clear goal orientation and prominent function within and outside the framework of public finance.
