The Construction of Rule-of-Law Government and the Improvement of Business Environment in the New Era

新时代我国法治政府建设与营商环境改善在转变政府职能、推进政务公开、推行“权责清单”制度、实行电子政务、促进公众参与、加强诚信政府建设、构建高效反腐败机制、建设服务型政府八个方面、取得了重大进展。但在不少领域不少方面也还存在进一步改善和优化的空间。目前存在的主要问题有下述四项:一是部分地方政府和政府部门诚信缺失;二是部分地方部分领域公平竞争规则欠缺;三是部分地方和部门简政放权不落实;四是部分公职人员腐败现象未得到完全遏制。为了克服上述问题,改进和优化营商环境,我们必须从科学立法、严格执法、公正司法和全民守法四个方面共同发力,推进营商法治环境的优化。

In the new era, China's construction of a government ruled by law and improvement of business environment have made significant progress in transforming government functions, promoting the publicity of government affairs, implementing the "power and responsibility list" system, implementing e-government, promoting public participation, strengthening the construction of honest and trustworthy government, building an efficient anti-corruption mechanism and building a service-oriented government. However, there is still room for further improvement and optimization in many areas. At present, there are four main problems: first, the lack of integrity of some local governments and government departments;second, the lack of fair competition rules in some local areas;third, the lack of implementation of simplified and decentralized government in some local and departmental areas;and fourth, the corruption of some public officials has not been completely curbed. In order to overcome these problems and to improve and optimize the business environment, we must make efforts from four aspects: scientific legislation, strict law enforcement, fair justice and law-abiding by the whole people. These four aspects are an interactive whole, jointly promoting the optimization of the legal environment for business.
