摘要
文章在考虑了生产技术异质性的情况下,利用共同前沿非径向方向性距离函数去测度全国30个省市的能源效率和CO2的排放效率。同时构造了衡量省际全要素能源效率、CO2排放效率、潜在节能量、潜在CO2减排量和技术差距指标。结果表明,只有北京、黑龙江、上海、湖南、云南和辽宁位于共同前沿上。此外,技术差距形成的潜在节能量和潜在CO2减排量也是巨大的。这对于我国制定合理地节能低碳目标提供了依据,也为各省市树立了节能低碳标杆。
This paper considers the heterogeneity of production technology and uses the meta-frontier non-radial directional distance function to measure the energy efficiency and carbon dioxide emission efficiency of 30 provinces and cities in China.And at the same time,the paper constructs the indexes of energy efficiency,carbon dioxide emission efficiency,potential energy saving,potential carbon dioxide emission reduction and technology gap that measure interprovincial total factors.The results show that only Beijing,Heilongjiang,Shanghai,Hunan,Yunnan and Liaoning are on the meta-frontier.In addition,the potential energy saving and potential carbon dioxide emission reduction caused by the technology gap are also enormous,which provides a basis for China to formulate a reasonable target of energy conservation and low carbon emission,and also sets a benchmark for all provinces and cities in energy conservation and carbon reduction.
