产业发展能级提升的内涵、难点与对策研究

以制造业为主体的实体经济是区域经济发展的根基所在。在当前外部经济环境复杂严峻,国内经济存在下行压力的背景下,提升产业发展能级已成为驱动制造业高质量发展的内在动力。文章通过对产业发展能级提升的内涵和机理分析,以及评价指标和体系的构建,有针对性地提出了对策建议:要推动先进制造业与现代服务业深度融合,拓展“智能+”,为制造业转型升级赋能;破解“区域阻隔”,推动协同制造发展,打造产业能级提升“软实力”;构建自主创新动力机制,以“全球价值链”为审察,推进产业发展不断迈向中高端。

The real economy with manufacturing industry as the main body is the foundation of regional economic development. Under the background of complex and severe external economic environment and downward pressure of domestic economy, upgrading the level of industrial development has become the internal driving force for the highquality development of manufacturing industry. Through the analysis of the connotation and mechanism of upgrading the level of industrial development, as well as the construction of evaluation index and evaluation system, this paper puts forward some countermeasures. It is to promote the deep integration of advanced manufacturing industry and modern service industry, and expand “intelligence+” to empower the transformation and upgrading of manufacturing industry;to break down “regional barriers” to promote collaborative manufacturing development, and create “soft power” for upgrading industrial energy level;to construct the dynamic mechanism of independent innovation, and promote industrial development to the middle and high-end with “global value chain”.
