摘要
以出口加工区成立之初设定的“主导产业”政策进行准自然实验,检验产业政策通过资源错配路径对GVC升级产生的影响,并探究这一影响存在的原因。研究结果表明:出口加工区的“主导产业”政策对企业GVC升级存在负向影响,仅当存在严重的资源错配时负向影响才较为显著;对资源错配下产业政策影响GVC升级存在差异化原因进行探讨发现,出口加工区“主导产业”政策对企业全要素生产率的影响是重要原因。
Taking the “Leading Industry Policy” of the export processing zones (EPZs) as a quasi-natural experiment, this paper tests the impact of industrial policy on the upgrading of global value chain (GVC) under the path of resource misallocation, and probes into reasons of the impact. The results show that EPZs′“leading industry” policy has a negative impact on GVC upgrading, and this negative effect is more significant only when there is a serious resource misallocation. The study of reasons why industrial policies affect GVC upgrading in a differentiated way under resource misallocation indicates that the influence of EPZs′“leading industry” policy on TFP is an important channel to inhibit GVC upgrading. The conclusions suggest that industrial policy should be formulated on the premise of not causing any resource misallocation and the government should be moderate in implementing industrial policy.
