简释“党的治藏方略”的内涵、来源与地位

On the Content,Origin and Status of the Party’s Strategy of Governing Tibet

习近平总书记在中央第六次西藏工作座谈会上完整阐述了"党的治藏方略",并将其概括为"六个必须"。以"治国治边"为坐标,可以将"六个必须"视为"六大方略",分别对应治国治边的根本遵循问题、指导思想和重要工作原则问题、逻辑起点和总目标问题、基本策略和根本要求问题、根本保障问题。"党的治藏方略"既吸取了历代中央政府的治藏理念,又继承三代中央领导集体和以胡锦涛同志为总书记的党中央的治藏经验。"党的治藏方略"在中央治理西藏史上树立了新的里程碑。它丰富了马克思主义国家学说和边疆理论,科学把握了"经略西藏"和西藏工作的基本规律,是为实现把西藏全面建成两个重要安全屏障、两个重要基地、一个重要保护地、一个重要目的地的行动纲领。

The party's governing Tibet strategy is fully interoperated by the general secretary Xi Jinping during the Sixth Tibet Work Forum organized by the central government.In his interpretation the main ideas of the forum are summarized as six must do tasks.Taking the governing the state and managing border as the coordinate,the six must do are considered as six great strategies.The six strategies correspond to the fundamental principle,guiding ideology and important working principle,logical starting point and overall goal,basic strategy and fundamentals requirements,fundamental guarantee of the strategy.The strategy not only absorbs the ideas of governing Tibet developed by the successive dynasties,it also inherits the experiences of governing Tibet introduced by the first three generations of communist party of China and the leadership led by Hu Jintao.The party's governing Tibet strategy is a new milestone in the history of Tibet.It reinforces the state theory and frontier theory of Marxist.It grasps the basic patterns of strategic Tibet and the work of Tibet.It is the action plan for building Tibet as the two important security barriers,two important bases,one important reserve region and one important destination.
