人才治理是我国实施人才强国战略的系统性工程。在人才意识方面,强调人才就是未来,人才是第一资源,是实现中国梦的基石,是构建人类命运共同体的首要战略资源。在人才培养方面,坚持不拘一格降人才,发展公平有质量的教育、强化实践培养、注重终身学习。在人才使用方面,要聚天下英才而用之,用活用好各类人才,造就使用高端人才,放手使用青年人才,大胆使用海外人才。在人才与创新方面,要实施创新驱动战略,找准创新目标方向,明晰创新方法措施。在人才治理方面,要丰富党管人才基本内涵,构建具有全球竞争力的人才治理体系,完善人才评价激励制度,改革人才管理体制机制,建构宽松人才发展环境。

Talent Governance has a very rich content which includes finding and using talents. It emphasizes that human resources is the future and the cornerstone for realizing the Chinese Dream. It stresses to optimize the environment for talent training, to find capable people by various ways, to gather and use talents all over the world, to give full use young talents, and to focus on life-long learning. Talent Governance calls for innovative ways to find talents for many new innovative businesses. It also advocates to enrich the Party’s governance of talents, namely, to build a globally competitive talent governance system, and to improve the talent evaluation and incentive system.
