中国改革开放四十多年所取得的历史性成就得益于改革与开放的双轮驱动。党的十八大以来,从提高对外开放水平、构建开放型经济体制、形成全面开放布局等方面,习近平总书记在对外开放方面做出了一系列重要论述,为新时代开放发展事业提供了基本依据。就历史维度而言,从“摸着石头过河”的经验探索到“落子谋全局”的顶层设计,凸显了角色定位的转变、价值诉求的提升、方法论的更新等理论特征。依托“一带一路”等实践载体,中国为应对“逆全球化”思潮、保护主义抬头等全球治理难题贡献了中国智慧、中国方案。

China's historic achievements gained during the previous 40 more years have actually benefited from the two-wheel driving of reform and opening-up. Since the Eighteenth National Congress of the Communist Party of China, General Secretary Xi Jinping has made a series of important expositions on the opening to the world, ranging from raising the level of the opening to the world, constructing a system of open economy and forming an overall opening layout, thus having provided a fundamental base for the opening and development cause in the New Era. Historically, from the experience exploration of “crossing the river by feeling the stones” to the top-level design of “planning for whole situation by making a move in chess”, such theoretical characteristics as the transformation of role-positioning, the promotion of value-appealing and the renewal of methodologies have been highlighted. Relying on such practice carriers as “Belt and Road Initiative”, Chinese wisdom and Chinese approach have been contributed to cope with such global governance problems as the ideological trend of anti-globalization, and the rising of protectionism.
