国家标准《就业年龄段智力、精神及重度肢体残疾人托养服务规范》解读

Interpretation of Specification of Care Services for Persons with Intellectual,Mental and Severe Physical Disabilities at Working Age

2019年6月4日,残疾人社会服务领域的首个国家标准《就业年龄段智力、精神及重度肢体残疾人托养服务规范》(GB/T37516-2019)(简称《规范》)发布,这是残疾人社会服务发展过程中具有里程碑意义的事件。文章从《规范》的编制背景、基本原则、主要内容、实施理念、实施原则及实施监督等方面对《规范》进行了系统解读。推动《规范》的实施,有利于培育残疾人托养服务社会力量、有效提升残疾人托养服务质量及降低城乡与区域服务水平差异,从而推进残疾人托养服务专业化和职业化发展。《规范》实施需要建立政府主导、多部门合作、残联组织发挥重要作用、残疾人托养服务机构充分参与的服务保障体系。

On June 4,2019,the first national standard in the field of social services for persons with disabilities in Employment Age(GB/T 37516-2019) was issued,which is a milestone in the development of social services for persons with disabilities.This paper systematically interprets the background,basic principles,main contents,implementation concepts,implementation principles and implementation supervision of the standards.The implementation of the standard can cultivate social strength of care services for persons with disabilities,effectively improve the quality of care services for persons with disabilities,and reduce the differences between urban and rural areas and regions,so as to promote the professionalization and occupation of care services.The implementation of the standard requires the establishment of a government-led,multi-sectoral cooperation,the important role of the Disabled Persons’.Federation and the full participation of care and service institutions for persons with disabilities.
