论民国时期残疾人的慈善救济路径——以《大公报》为视角

On the Path of Charity Relief for the Disabled in the Republic of China:from the Perspective of Ta Kung Pao

民国时期,残疾人慈善救济事业已经成为国家慈善事业发展中的重要组成部分。就救济方式而言,该时期政府和社会各界不仅建立了多家残疾人收容机构来收容救助无人照料的残疾人,而且还为收容机构之外的残疾人提供了大量的物资救助和医疗援助。更有大量的慈善爱心人士及社会团体纷纷公开发表助残救残言论,为残疾人群体获得工作、婚姻、教育等方面的诸多社会权益而奔走呐喊。尽管该时期残疾人慈善救济事业的发展仍然存在很多难以克服的问题和缺陷,但该时期民国政府和社会各界促进了我国近代残疾人慈善救济事业的发展。

In the period of the republic of China,charity relief for the disabled became an indispensable and important part of all undertakings in the country.In terms of relief methods,during this period,the government and all sectors of society not only established many special institutions for the disabled to take care of the unattended disabled,but also provided a large number of material aid and medical assistance to the disabled outside the institutions.In addition,a large number of charitable and caring people and social organizations publicly expressed their views on helping and rescuing disabled people,in order to promote the realization of their rights and interests in employment,marriage and education.Although there were lots of difficulties as well as problems in the development of charity relief in the period,these activities organized by the government and society had a profound impact and promoted the new development of China’s modern charity for the disabled.
