健康老龄化背景下基层医疗机构对“医养结合”服务的支持性研究

Research on Support for Health-care Services in Primary Health Care Institutions under the Background of Healthy Aging

目的:推进我国医养结合服务体系建设工作。方法:通过文献查阅和现场调研相结合,分析我国目前医养结合服务的政策法规、供需困境及实践模式;采用SWOT框架系统分析基于基层医疗机构开展医养结合服务支持的优势、劣势、面临的机遇与威胁。结果:构建“公共卫生服务+基本医疗+社区养老医疗支持”为主体的全新的服务体系,可成为医养结合服务体系的有力支撑。结论:可以从调整服务体系、丰富服务内容和建立配套机制三个方面开展具体实施路径。

Objective: To promote the construction of China's medical and health care service system. Methods: Based on literature review and on-site investigation, it analyzed the current policies, regulations, supply and demand dilemma and practice mode of integrated medical and nursing services in China. Qualitative research was adopted and the SWOT analysis was used to systematically discuss the advantage, disadvantages, opportunities and threats of integrated medical and nursing services based on grass-roots medical institutions. Results: It was concluded that building a new service system with "public health service + basic medical care + community medical support for the aged" as the main body could be a powerful support for the medical and health care service system. Conclusion: Suggestions from three aspects were given, including adjusting service system, enriching service content and establishing supporting mechanism.
