摘要
基于协商民主的区域大气污染联动治理,有助于促进联动治理的公共理性,创新联动治理的制度模式和助推联动治理的城乡融合。针对联动治理中协商渠道运用较少、基层协商素养较低和协商网络不够完善等问题,在公共协商中加强联动治理的公共理性观念,构建联动治理的嵌入式协商,重视联动治理的协商信息共享等,以期进一步优化区域大气污染联动治理路径。
The linkage governance of regional air pollution based on deliberative democracy helps to promote the public rationality of linkage governance,innovate the system model of linkage governance and promote the integration of urban and rural areas in linkage governance.Aimed at the problems of less use of negotiation channels,low local negotiation quality and imperfect negotiation network in linkage governance,the paper proposes that the public rationality concept of linkage governance be strengthened in public deliberation,embedded negotiation constructed,and negotiation information sharing emphasized in order to further optimize the path of regional air pollution linkage governance.
