新自由主义主导下的新帝国主义跨国统治及其全面危机——评“第四国际”对全球资本主义的最新诊断

International Domination of New Imperialism Directed by Neo-liberalism——Analysis and Comments on the Newest Diagnosis of the Capitalist World by Fourth International

“第四国际”的最新纲领性文件对世界资本主义作出最新诊断:帝国主义国家之间是一种以美国为首的等级秩序,但帝国主义发展的不平衡性及其扩张本质使这种等级秩序并不能稳定下来,而是展开恶性竞争;跨国资本形成了独立于帝国主义国家的力量,在帝国主义内部的等级制度之外形成了跨国大资本的等级秩序,从而形成两种资本专制,也带来了全球性的治理危机;资本主义统治全球的新模式带来的全面危机包括意识形态危机、生态危机、人道危机等。但“文件”在具体的解决方案上应对无力,且对中国特色社会主义存在明显的误识。总之,国际社会主义运动在1990年代初的逆转在2007-2008年已经终结,全球左翼思潮应以此为契机,增进合作和共识,推动建立一个更加公平合理、有利于“第三世界”国家的政治经济新秩序。

Bureau of Fourth International put forward a report in August 2016, which gave a comprehensive diagnosis of the world Capitalism. Firstly, the imperialist word is a hierarchy led by the USA. However, the hierarchy is unstable, because the unbalanced development of capitalism and its intrinsic ambition to expand causes malign competitions. Secondly, the international capitals become independent of their states and form another hierarchy of international capitals. Thus, there’re two domination systems of capital, which trigger serious management crises. Thirdly, the new domination form of imperialism causes overall crises including ideological crises, biological crises and humanitarian crises. However, this report couldn’t recognize the socialism with Chinese characteristics, nor could put forward a systematic solution to these problems. In conclusion, the setbacks of international socialistic movement trigged by the Radical Social Changes in Soviet and East Europe in early 1990s had come to an end since 2007-2008. The left thoughts and movement should develop cooperation in theories and practice while struggling together for a new international order which will be more equal and beneficial for the Third World.
