共建共治共享理念下大学生体质健康监测研究

Monitoring of College Students’ Physical Health under Idea of “Co-building, Co-governing and Sharing”

打造共建共治共享的社会治理格局,是新时代引领中国社会治理的基本理念,大学生体质健康监测的开展必须与之相契合。运用文献资料与逻辑分析等方法,对大学生体质健康监测的现状进行分析,研究发现,存在利益主体定位模糊,权责不明确;政策执行尺度失当,深度不足;科研引领效应弱,治理成果共享不充分;监管制度建设滞后等问题。在探讨大学生体质健康监测的重点与动力的基础上,提出,厘清各主体的职能定位,共建服务平台;明确治理方向,重视人才培养;凝练共识,共享治理成果;完善检查监督、修正反馈的制度体系等策略,以期促进大学生体质健康监测工作的开展,并助益大学生体质的增强。

Building a social governance pattern of “co-building, co-governing and sharing” is the basic concept of leading China’s social governance in this new era. The development of physical health monitoring for college students must be compatible with it. Based on literature and logic analysis, this paper analyzed the status quo of college students’ physical health monitoring. The research showed that there were many problems such as the ambiguity of the profit subject and responsibility, inappropriate policy implementation, weak leading effect of the research, inadequate sharing of the governance results, and hysteretic construction of the regulatory system. On the basis of discussing the key points and motivation of college students’ physical health monitoring, this paper proposed countermeasures to clarify the functional orientation of each subject and build a joint service platform, to clarify the direction of governance and attach importance to personnel training, to consolidate consensus, to share governance results, to improve the system of inspection and supervision, and to amend feedback system so that the development of college students' physical health monitoring and the enhancement of college students physique could be realized.
