乡村振兴背景下县域农业产业化发展研究——基于湖南省洞口县的调查

洞口县的农业产业发展进入了瓶颈期。由于资金缺乏,贫困人口多、贫困地域广,没有足够的资金积累用于扶贫支持、基础设施和水利设施建设,更难以筹集资金进行产业项目启动、长远农业产业规划布局,不利于农业产业的生态化绿色化快速发展。除资金短缺外,农户则面临投入成本增加、生产缺乏激励,农产品加工企业则面临原材料供给不足、生产能力过剩以及成本提高的困局。洞口县农业产业在遭遇诸多挑战的同时,也面临良好的发展机遇。在经济新时代,可利用产业扶贫的政策支持和乡村振兴的发展机遇,吸纳资本下乡,优化产业布局,完善特色产业基地,创新园区建设,加快产业融合,集中培育发展优势特色产业。政府在制度变革、政策优惠、产业融合、金融支持等方面提供宽松的发展环境,利用后发优势实现洞口农业产业跨越式发展。

The development of the agricultural industry of Dongkou has entered a bottleneck period. Due to the lack of funds, a large number of poor people and a large area of poverty, there is not enough funds to accumulate for poverty alleviation support, infrastructure and water conservancy facilities construction. It is even more difficult to raise funds for industrial project initiation and long-term planning and layout of agricultural industry, so as to realize ecological and green rapid development of the agricultural industry in Dongkou. In addition to the shortage of funds, farmers face the increase of input costs and lack of outivation incentives;Agricultural product processing enterprises are faced with the shortage of raw material supply,overcapacity and increased costs. The agriculture industry in Dongkou is confronted with many challenges and also has good development opportunities. In the new economic era, the policy support of industrial poverty alleviation and development opportunities of rural revitalization can be utilized to absorb capital to the countryside, optimize industrial layout, improve the characteristic industrial base, innovate the construction of industrial parks, accelerate industrial integration, and focus on cultivating the advantageous characteristic industries. The government provides a loose development environment in terms of institutional reform, policy preferences, industrial integration and financial support, and takes advantage of the latecomer advantages to achieve leapfrog development of the Dongkou agricultural industry.
