Water-saving Effect of Water Right Transactions:Theoretical Analysis and Practical Verification

文章从水权及水权交易的激励功能、资源配置功能和约束功能论述了水权交易节水效应的机理;运用生产者行为理论对水权交易节水效应进行了理论分析,选择内蒙古沿黄地区行业间水权交易和甘肃民勤县农户间水权交易等案例对水权交易节水效应进行了实践验证。实践案例验证表明水权交易有助于促进水资源节约利用。

This paper discusses the mechanism of water-saving effect of water right transactions from the perspectives of water right, incentive functions of water right transactions, resource allocation functions and constraints. The paper theoretically analyzes the water-saving effect of water right transactions on the basis of producer behavior theory and selects cases such as water right transactions between industries along the Yellow River in Inner Mongolia and among farmers in Minqin County of Gansu Province to verify the water-saving effect of water right transactions through practice. The practice cases demonstrate that the water right transaction is conducive to promoting the conservation and utilization of water resources.
