摘要
教育“管办评分离”体制机制改革是教育现代治理的重要举措。而教育“管办评分离”体制改革的提出,让“评”提上了议程,第三方教育评估机构走进了人们的视野。基于第三方教育评估机构在建设和发展中存在的完全民间的第三方教育评估机构比较少、政府在职能方面的缺位以及第三方教育评估机构自身存在的问题等问题,文章在现代治理视野下,探讨了促进第三方教育评估机构可持续发展的策略:以多元互动为基础营造良好的生态环境,以信任作支撑拓展政府职能,以合作和创新为抓手提升第三方教育评估机构建设能力。
The reform of the educational system and mechanism of“separation of management,running and evaluation”is an important measure for modern governance of education. The reform has put“evaluation”on the agenda,then the third-party educational evaluation institutions have entered people's vision. There still exist some problems in the construction and development of third-party educational evaluation institutions:there are few third-party educational evaluation agencies,a lack of government functions,and the problems of third-party educational evaluation agencies. Based on the problems,this article explores the strategy of promoting the sustainable development of third-party educational evaluation institutions in the perspective of modern governance: creating a good ecological environment based on multiple interactions,giving trust as support for the expansion of government functions,and having cooperation and innovation as the starting point to enhance the capacity of third-party educational evaluation agencies.
