江苏省高水平高职院校建设的战略和路径

The Strategy Analysis and Path Choice of High-level Vocational Colleges’ Development in Jiangsu Province

正确认识我国高职教育发展面临的阶段性矛盾,有助于把握新时代我国高职教育高质量发展的特征和要求,并深刻认识中国特色高水平高职院校的内涵要义。对标“扎根中国大地办大学”的中国大学发展观的实践要求,中国特色高水平高职院校的“高水平”是坚持社会主义办学方向,以立德树人为根本,立足中国实践,支撑产业发展,坚持“选择性卓越”,在有效满足我国区域经济社会发展和利益相关者诉求的过程中得到的适切性评价。从生成论的视角来看,中国特色高水平高职院校是遵循“生长逻辑”,在执着的办学理念、不断的专业发展、秉承传统形成的特色优势、灵活有效的校企合作治理结构、丰富的办学资源以及卓越的治理能力基础上“自组织”形成的,是“长”在中国大地上的高职院校。江苏应积极克服前阶段高职教育“要素性”改革的逻辑缺陷和“碎片化”现象,以整体性思维推进“自组织”高水平高职院校建设来带动省域高职教育卓越发展。

To grasp the features and requirements of the high- quality development of higher vocational education in the new era in China and get deep insights into the connotation of high-level vocational colleges with Chinese characteristics,it is of great help to correctly understand its phased contradictions. Benchmarked against the idea“putting down roots in China”,which is the practical outlook on the development of Chinese universities and colleges,the“high level”means running schools with sturdy socialist direction,accomplishing the fundamental tasks of fostering integrity and promoting students’rounded development,basing education on Chinese practice,supporting industry development,adhering to“selective excellence”,and obtaining the pertinent appraisal in the process of effectively meeting the needs of China’s economic and social development and satisfying the appeals of interest-related parties. From the perspective of generative theory,higher vocational colleges with Chinese characteristics are the ones that grow up in the land of China in accordance with the growing logic and are developed through self-organization,on the basis of persistent school-running philosophy, unceasing major development,formation of their own unique advantages with inheritance of tradition,flexible and effective cooperation between enterprises and schools,abundant educational resources,and outstanding capability of governance. Jiangsu province is striving to overcome the logic defects and fragmentary phenomenon of previous“elemental”reform,hoping to drive the excellence of higher vocational education provincewide by promoting the construction of“self-organized”high-level vocational colleges with integral thinking.
