郑洛新国家自主创新示范区创新能力的竞优评析

Competitive Evaluation for Innovation Capabilities of Zheng-Luo-Xin National Innovation Demonstration Area

差异化发展是国家自主创新示范区面临的重大问题,因此需要将创新能力评价与创新优势识别进行综合研究。以郑洛新国家自主创新示范区为研究对象,构建起包括5个维度、13个指标的国家自主创新示范区创新能力评价指标体系,采用竞优评析方法对评价指标分类赋权,与2014—2016年间成立的14家国家自主创新示范区进行比较评价和优势分析。研究发现:(1)国家自主创新示范区的创新能力呈现明显三级分层,长三角和珠三角仍是全国创新高地,郑洛新国家自主创新示范区处于下游靠上位置。(2)郑洛新国家自主创新示范区在创新主体和创新人才方面具有一定优势,但创新投入和开放创新不足对创新绩效产生明显制约作用。

Differentiation development is a major problem facing the development of national independent innovation demonstration zones. Therefore, it is necessary to conduct comprehensive research on innovation capability evaluation and innovation advantage identification. Taking Zheng-Luo-Xin National Independent Innovation Demonstration Zone as the research object, the evaluation index system of innovation capability of national independent innovation demonstration zone including 5 dimensions and 13 indicators was constructed, and the evaluation index classification was empowered by competitive evaluation method, and between 2014 and 2016. The 14 national independent innovation demonstration zones were established for comparative evaluation and advantage analysis. The research shows that,(1)The innovation capability of the national independent innovation demonstration zone presents an obvious three-level stratification. The Yangtze River Delta and the Pearl River Delta are still the national innovation highlands, and Zheng-Luo-Xin national independent innovation demonstration zone is in the upper reaches of the region.(2)Zheng-Luo-Xin national independent innovation demonstration zone has certain advantages in innovation subject and innovative talents, but innovation investment and lack of open innovation have obvious constraints on innovation performance.
