珠三角“代耕农”问题中政府注意力研究——基于网络数据

Research on Government’s Attention in the Problem of "Substitute Farmers" in Pearl River Delta Based on Network Data

据发文数量统计分析,政府对“代耕农”问题总体关注较少,政府的注意力变化分为极少关注阶段、波动上升关注阶段和较多关注阶段;结合关注的目标的变化,注意力的演变又可以分为以关注“分配性目标”为主阶段、以关注“权力性目标”为主阶段和“权力性目标”与“分配性目标”并重关注的阶段;中央政府更加关注“雇佣农”,地方政府的关注点则与地方不同类型“代耕农”的多少有关,政府农业部门对“代耕农”问题关注最多。宏观环境变化及区域特色公共政策及“代耕农”问题复杂性,是造成上述政府注意力分配局面的主要原因。政府应加大对“代耕农”的关注、加强顶层政策设计、建立多方协商平台、全方位细致调研“代耕农”问题、分类处理“代耕农”问题、强化部门间协作等。

According to the statistical analysis of the number of published papers, the government pays less attention to the problem of "substitute farmers" in general, and the change of the government's attention can be divided into three stages: little attention stage, rising attention stage and more attention stage. Combined with the changes of the target of attention, the evolution of attention can be divided into three stages: focusing on "distributive target", focusing on "power target", and paying more attention to "power target" and "distributive target". The central government pays more attention to "wage farmers", while local governments focus more on the number of different types of "substitute farmers". The agricultural departments of the government pay the most attention to "substitute farmers". Macro-environmental changes and the complexity of regional characteristic public policy and "substitute farming" are the main reasons for the above situation. The government should pay more attention to "substitute farming", strengthen top-level policy design, establish multi-party consultation platform, conduct comprehensive and detailed research on "substitute farmers", classify and deal with "substitute farmers", and strengthen inter-departmental coordination.
