山东省县域信息公开中存在的问题及对策——基于社会技术系统视角

The Problems and Countermeasures of Information Disclosure in County Areas of Shandong Province:Based on the Social Technology System Perspective

随着现代信息技术的高速发展和信息公开制度的日益推行,群众参政议政意识逐渐增强,我国推行政务公开是为更好地向大众提供政府信息,充分发挥政府信息对人民群众生产、生活和经济活动的服务作用,提高政府工作的透明度。山东省是我国县域经济较为发达的省份之一。山东省政务信息公开评估工作近年来已经制度化和常态化,县域因其经济和文化发展的不平衡,政务信息化水平存在较大的差距。本文基于社会-技术系统理论,提出一种社会和技术资源合作策略的生态系统模型,实证分析基层政府的信息公开现况,讨论多主体环境中健全数据基础设施的策略与协调组织、人力、材料和技术的工作实践,研究信息公开实践中社会-技术各项因素相互依存和相互影响的动态相互作用。

With the rapid development of modern information technology and information disclosure system, the participation of people in consciousness gradually strengthened, the governments in our country open to the public to provide the government information, making the government information for the people's production and life and economic activities of the service function, improving the transparency of government work. Shandong province is one of the developed counties in China. The evaluation of government information disclosure in Shandong province has been institutionalized and normalized in recent years. Based on the theory of social technology system, this article puts forward a kind of social and technological resources cooperation strategy of ecosystem models, empirical analysis on the current state of the basic unit government information publicity, discussing the multi-agent environment and improving the data infrastructure strategy and coordinate the work practice of the organization, manpower, material and technology, research information disclosure in the practice of social factors - technology interdependence and mutual influence of dynamic interaction.
