Research on Financing Mode and Risk Management of PPP

政府与社会资本合作(public-private partnership,PPP)作为提升公共服务和减轻政府负债的公私合作模式,为电力勘测设计企业转型提供了新思路。由于一些地方泛化滥用PPP,加大了地方政府隐性债务风险,近期,国家相继出台一系列政策,为规范PPP运作提出了新的要求。本文在分析近期国家政策的基础上,结合实地调研,为电力勘测设计企业规范开展PPP业务融资和风险管控提供思路和建议。

PPP refers to public-private partnerships that aims to improve public services and reduce government liabilities,provides a new idea for the transformation of investigation and design enterprises of electric power industry. Due to the abuse of PPP in some places,the hidden liabilities ‘risk for local governments have been increased. Recently,the state has issued a series of policies to standardize PPP operations.Based on the analysis of recent policies of the government and field research that had been conducted,this paper provides ideas and suggestions on how to normalize and operate PPP business financing and risk management for electric power survey and design enterprises.
