摘要 规划环境影响评价工作的开展需要建立一套较全面的指标体系,规划环境影响评价指标体系是反映规划实施区域的生态、自然、资源与能源利用等各方面特征的多个指标构成的相互联系、相互依存的统计指标群,其构成决定于规划环境影响评价的评价内容,规划环境影响评价将通过这套科学完整的指标体系来反映规划实施对环境的影响。文章通过系统分析建立规划环境影响评价指标体系的基本理论,以四川省低热值煤发电专项规划环境影响评价为例,采用层次分析法(analytic hierarchy process,AHP)确定规划环境影响评价指标体系中各项指标的权重,分清主次,筛选出核心指标,以生态-环境-资源-能源为基本指标模式的框架,建立了低热值煤发电专项规划环境影响评价指标体系。 The conducting of Planning Environmental Impact Assessment should establish a comprehensive evaluation index system,which is a statistical index group reflecting the characteristics of ecology,nature,resources and energy utilization in the planning implementation area.Its composition depends on the evaluation content of planning environmental impact assessment.Planning environmental impact assessment will reflect the impact of planning implementation on the environment through this scientific and complete indicator system.By analyzing the basic theory of environmental impact assessment index system establishment,and taking the environmental impact assessment of the special plan for low calorific value coal-fired power generation in Sichuan Province as an example, in this paper,Analytic Hierarchy Process (AHP) is used to determine the weight of each index in the environmental impact assessment index system of planning,to distinguish primary and secondary index,to screen out core indicators, and to establish an environmental impact assessment index system for special planning of low calorific value coal-fired power generation with the Framework of Eco-Environment-Resources-Energy as the Basic Indicator Model.
