农业科技创新和金融支持的有机结合,是解决“三农”问题的有效手段之一,对我国现代化农业的发展起着至关重要的作用。美国、日本、英国等发达国家构建了较为完善的金融体系来支持农业科技创新。文章通过对这些国家农业科技金融体系的深入分析,找出我国农业科技金融体系存在的问题,并从构建多元化金融投资主体体系、创新支持农业科技创新的金融产品、建立完善的风险保障体系、制定相应法律法规等方面,提出了促进我国农业科技金融体系发展的对策和建议。

The organic combination of agricultural science and technology innovation and financial support system is one of the important means to solve the problems of "agriculture, rural areas and farmers". It plays a vital role in the development of modern agriculture in China. The United States, Japan, Britain and other developed countries have built a relatively complete financial system to support the development of agricultural science and technology innovation. Agricultural science and technology innovation financial systems in these countries were deeply analyzed in the paper, and problems in agricultural science and technology innovation financial systems of our country found out. Countermeasures and suggestions for promoting the development of agricultural science and technology innovation financial systems in China were put forward, such as constructing multiple investment subject system, innovating new financial products to support agricultural scientific innovation, setting perfect risk prevention system, and making related regulations and rules.
