美国非政府组织参与湄公河流域国家社会治理的机制研究

The Mechanism of American Non-governmental Organizations Participating in the Social Governance of Mekong River Basin Countries

非政府组织活动的国际化,对国家外交政策的实施发挥着积极的支撑作用,是一国公共外交的重要组成部分。美国非政府组织在大量参与区域性国际公共事务治理的过程中,国际化程度得到不断提升,同时对本国的外交和国际战略的实施形成重要支撑。美国非政府组织参与湄公河流域国家社会治理的成效显著,建立了国际公共治理中政府与非政府组织合作、协调的有效机制。本文以现代国家中政府与非政府组织在公共服务中的伙伴关系为理论基础,系统分析美国非政府组织与政府在国际合作中的机制,详细阐述美国非政府组织在湄公河流域活动的实践方式,为我国社会组织提升国际化水平,在"一带一路"建设和澜湄合作中更好地与政府协调共进提供经验借鉴。

The internationalization of Non-Governmental Organizations(NGO) plays an active supporting role in the foreign policy of a country and is an important component of any country’s public diplomacy. American NGOs, in the process of their large-scale participation in the governance of regional and international public affairs, have continuously increased their degree of internationalization. At the same time, they have formed an important support for the implementation of their national diplomacy and international strategies. American NGOs have achieved remarkable success in their participation in the social governance of Mekong River Basin countries, and have also established effective mechanisms for facilitating cooperation and coordination between governments and NGOs in international public governance. Grounded in the theoretical basis of the partnership between governments and NGOs in public services, this paper systematically analyzes the mechanisms of international cooperation between American NGOs and governments, and elaborates on the practice of American NGOs in the Mekong River Basin, suggesting methods for improving the level of internationalization of China’s NGOs, better coordinating with national interests regarding the implementation of the Belt and Road Initiative, and offering experience for reference to the Lancang-Mekong Cooperation.
