摘要
剖析台东县社区大学的办学机制发现,在学习型社会建设背景下,社会组织作为社区大学的承办方,积极以需求为导向开设课程,并多方筹资保障办学经费,能够较好地实现服务社会的价值。另一方面,政府转换角色,将公共服务职能向社会转移,实现管办分离,提高了行政效率。台东县社区大学形成的办学机制,对大陆地区推动社区教育供给侧改革有一定的借鉴作用。
By analyzing the running mechanism of Taidong Community College, it is found that under the background of building a learning society, social organizations, as the organizers of community colleges, actively offer courses based on the needs, and raise funds in many ways to guarantee the funding, in order to better realize the value of serving the society. On the other hand, the government transforms its role and transfers public service functions to the society to realize the separation of management and implementation, which optimizes the administrative efficiency. The school -running mechanism formed by Taidong Community College can be used for reference in promoting the supply-side reform of community education in China's Mainland.
