科技人才评价与激励政策变迁研究——基于1978—2018年政策文本分析

Research on Change of Evaluation and Incentive Policy of Scientific and Technological Talents——Based on the Analysis of the Policy Text of 1978—2018

自改革开放以来,国家陆续出台多项政策推动科技人才评价与激励制度体系的建立,目前已基本形成较为完整的政策框架。以1978-2018年发布的有关科技人才评价与激励政策文本为研究对象,我国科技人才评价与激励政策发展总体呈现出发布主体多元化、权力结构扁平化、政策工具多样化及政策体系科学化的特征。面对部门间合作不紧密等问题,提出应加强府际协同合作、构建权力监督体系、坚持"自激励"与"专业激励"相结合等相关建议。

Since the reform and opening up,the state has successively introduced a number of policies to promote the establishment of a system for evaluating and stimulating scientific and technological talents;and now a relatively complete policy frame has been basically formed. Taking the texts of the evaluation and incentive policies from 1978 to 2018 as the research object,the development of evaluation and incentive policies for talents in China generally presents diversification of publishing subjects,flattening of power structure,diversification of policy tools and scientification of policy system. While facing those problems of weak inter-departmental cooperation and so on,it is proposed that inter-governmental cooperation should be strengthened,power supervision system should be established,and incentive mode should adhere to the combination of self-motivation and professional incentives.
