摘要
智慧城市是信息技术广泛应用、各类要素复杂集聚的高级社会形态,建设智慧城市有利于城市的可持续发展,同时也带来了多元化的信息安全风险,严重威胁国家安全和社会稳定。本文基于信息生态视角对智慧城市信息安全风险要素进行全面剖析,根据要素之间的作用和影响关系总结智慧城市信息安全风险的特征,最后结合生态治理理论提出风险应对策略,建议一方面统筹协调各方资源,建立智慧城市信息安全治理体系,营造健康的信息生态秩序;另一方面,构建基于钱学森综合集成研讨厅的智慧城市信息安全治理分析系统,提升应对复杂信息安全问题的能力。
The smart city is an advanced social form with extensive application of information technology and complicated concentration of various elements. The construction of smart cities is conducive to the sustainable development of cities,but it also brings diversified information security risks,which seriously threaten national security and social stability. From the perspective of information ecology,this paper analyzes the risk elements and risk characteristics of smart city information security,and combines the characteristics and influences of the elements to characterize the information security risks of smart cities. Finally it is suggested to make overall plans,coordinate all resources,establish a smart city information security governance system,and create a healthy information ecological order. In the meantime,it is also suggested to construct an analysis system for the information security governance of smart cities based on the Hall for Workshop of Metasynthetic Engineering,to improve the ability to deal with complex issues of information security issue.
