河南省集体所有国家级公益林管护现状分析及建议

Analysis and Suggestions on Management and Protection of Collectively-owned National Public Welfare Forests in Henan Province

对缺少可以任职的管护人员,林权人自己管护不能满足当前需要,护林员在基层林业工作中发挥了重要作用,森林安全新形势对管护工作提出更高要求,护林员劳务补助与其承担的管护任务显著不相适应,护林员管理方式已不能适应当前形势发展的需要等河南省集体所有国家级公益林管护中存在的问题、面临的挑战进行分析。藉此,提出明确、统一管护制度,扩大各直辖市、县、区的自主权,积极推行管护现代化,提高护林员补助等对策、建议。

This paper analyzed the problems and challenges in the management and protection of collectively - owned national public welfare forests in Henan Province that the management personnel was insufficient,the forest owner′s management could not meet the current needs,the forest ranger played an important role in the grass - roots forestry work,the new situation of forest security required more for the management and protection work,the labor subsidy of forest ranger was significantly incompatible with the management tasks,and the management mode could not adapt to the development of the current situation.Some countermeasures were also put forward,such as unifying management system,expanding autonomy of municipalities,counties and districts,actively carrying out modernization of management and protection,and improving the subsidy of forest ranger.
