Challenges and Strategies of Industrial Activity Management Based on Space Control

通过系统分析相关法律法规和文献资料,梳理了法律法规对各类保护地产业活动的管理规定,针对各类保护地在开发利用中存在的管理体制不完善、生产活动管理不规范,开发利用与保护管理矛盾突出,产业活动管理标准不一、产业结构简单等问题。总结出生态保护红线区产业活动管理面临的挑战有法律法规不健全、管理依据不充分,环境准入标准体系不健全、行业准入制度不严格,管理体系不完善、产业活动管理不规范,生态环境管理与社会经济发展的矛盾突出等。在此基础上,提出与现有生态环境保护法律法规相衔接、健全生态红线保护法律法规,着力开展生态红线区环境准入标准体系建设、编制环境准入负面清单,完善管理体系、构建多主客体组织协调机制,建立生态红线环境准入负面清单目标评价考核体系、实行终身责任追究制度,构建信息公开及社会监督平台、完善生态红线区内产业活动监管等管理对策。

This paper sorted out the management regulations of industrial activities in various nature reserves by the systematic analysis of relevant laws and literature.In view of the problems existing in the development and utilization of nature reserves,such as imperfect management system,irregular management of production activities,obvious contradictions between development and protection,different management standards of industrial activities,and simple industrial structure,the challenges faced by the industrial activity management in the area of ecological red line were summarized as inadequate laws and management basis,imperfect environmental access standard system,industry access system and management system,irregular industrial activity management,contradictions between ecological environment management and socio - economic development.This paper suggested to perfect the laws and regulations of ecological red line based on the existing laws and regulation,focus on the construction of environmental access standard system in ecological red line area,compile negative list of environmental access,improve management system,construct multi - subject organization coordination mechanism,establish objective evaluation system of negative list of environmental access,and implement lifelong responsibility,build the platform for information disclosure and social supervision,and improve the supervision of industrial activities in the ecological red line area.
