信息化条件下国民经济动员能力建设的思考

Reflections on construction of national economic mobilization capacity under condition of information-based warfare

信息化条件下的现代战争对国民经济动员能力提出了更高的要求。为了更好地满足信息化战争的需求,必须加强国民经济动员能力建设。因此,从完善经济动员组织体系、健全经济动员法规体系、加快国民经济动员信息化建设、大力发展军民两用技术四个方面,提出了加强国民经济动员能力建设的对策。

Modern warfare under the condition of informatization requires higher mobilization capacity of national economy. In order to better meet this demand, the construction of mobilization capacity of national economy must be strengthened. This paper suggests some measures for this effort, including perfecting the system of economic mobilization organization and the relevant legal system, accelerating the construction of informatization for national economic mobilization, and developing technologies for both civilian and military applications.
