加强我国私营海外安保力量建设的思考

Reflections on strengthening construction of private Chinese overseas security companies

随着我国在海外的机构、资产和人员日益增多,其海外利益将面临严峻复杂的安全风险,传统的海外利益保护手段已无法有效满足需求,而海外安保力量的建设可以为维护和拓展我国海外利益提供有力支撑。但是,我国私营海外安保公司起步较晚,加上国内相关的法规政策尚不健全,致使其海外安保能力存在短板,国际竞争力相对不足。因此,必须适应新形势,加大对海外安保公司的政策扶持力度,打造精锐高端的私营海外安保力量体系,加强海外安保“软环境”建设。

With rapid growth of overseas assets, institutions and personnel, China′s overseas interests are faced with severely complex security threats, and thus the traditional protection mode is incapable of effective function to meet the growing needs of overseas security. Private Chinese overseas security companies lack competitiveness in the international arena due to the weak base of a late start and imperfection of related laws and policies. We must aim at the construction of a number of world-class security companies through stronger policy support and creation of a soft environment, so as to gua- rantee the safeguard and expansion of our overseas interests.
