摘要
以FPSO远洋拖航事故为例,结合项目实际提出用于风险评估的适当方法和控制风险的相应对策,采用危险源识别分析方法进行风险评估,采用屏障分析法作为风险缓解对策,提出事后应急管理措施,确保FPSO远洋拖航作业的整体风险可控。
Taking the ocean towing of an accident FPSO as examples, the appropriate methods for risk assessment and corresponding measures for risk control were proposed based on project practice. The Hazard identification was adopted for risk assessment, the Barrier analysis was applied as a risk mitigation strategy and the post-event emergency management was used as a supplementary strategy. Those methods were able to ensure the overall risk of the FPSO ocean towing to be controllable.
