南京市基层医疗卫生服务公平性分析

Analysis of the Equity of Primary Health Care Services in Nanjing

基层医疗卫生服务的发展是构建和完善分级诊疗制度的核心内容之一。基于前期研究中所构建的基层医疗卫生服务公平性评价指标体系,对南京市15家基层医疗卫生机构及其辖区内的486名居民进行调研,根据调研结果计算南京市每个行政区在各公平性评价维度中的得分,通过绘制洛伦兹曲线、计算基尼系数和泰尔指数进行分析,结果显示南京市基层医疗卫生服务公平性已达到较高水平。但未来政府还应通过强化南京市基层医疗机构建设水平、加快建立并完善分级诊疗制度、提高居民对基层医疗服务的接受程度等手段,继续提升南京市基层医疗卫生服务在各个维度的公平性。

The development of primary health care services is one of the core contents of the construction and improvement of the tiered diagnosis and treatment system.Based on indexes of equity evaluation system of primary health care services applied in the previous research, we conducted research on15 primary health care institutions in Nanjing and 486 residents in theiRjurisdictions, and calculated scores of equity evaluative dimensions foReach administrative district.These scores were analyzed by plotting the Lorenz curve, calculating the Gini coefficient and the Theil index.The results showed that the equity of primary health care services in Nanjing has advanced to a higheRlevel.
