实现基本公共教育服务均等化——《中国教育现代化2035》的战略与政策

Realizing Public Education Service Equalization——The Strategy and Policy on China’s Education Modernization 2035

基本公共教育服务均等化是教育现代化的基本要求,是维护社会公平的基本途径。该文基于文本分析、影子评价等方法,运用政策规划的路线图理论思路,发现实现中国基本公共教育服务均等化有十项政策,分别为:实现义务教育学校建设标准化;推进城乡义务教育的均衡发展;办好乡村学校,支撑乡村振兴;县域内义务教育基本均衡到优质均衡发展;优化和完善城镇学校布局规划;随迁子女平等享受基本公共教育服务;完善流动人口子女异地考试政策;健全家庭经济困难学生资助体系;教育脱贫,阻断代际贫困;推进融合教育,办好特殊教育。从规划设计、基本内涵、实施路径三个方面对十项政策进行了系统和针对性的分析,以剖析政策意图,推进规划落实。

Equalization of basic public education service is the basic requirement of the education modernization, and the basic approach to guarantee the social fairness and justice. Following the policy text analysis and shadow evaluation method, applying the Pathway Map Theory related to the policy formation, We found that, there have "Ten Policies" to promote the equalization of basic public education service in contemporary China: The Standardization of the Construction of Compulsory Education schooling, Promoting the Balanced Development of Compulsory Education in Urban and Rural Areas, Guaranteeing the Success of Rural schools and Supporting Rural Revitalization, Making Nation Compulsory Education Basic Balanced for the Quality Balanced Development, Optimizing and improving the Layout and Planning of Urban Schools, Allowing the Migrant Children with off-farm workers Enjoy Equal Access to Basic Public Education Service, Promoting Entrance Examination Policies for Migrant Children with off-farm workers in Different places, Improving the Financial Aid System for Students from Poor Families, Getting rid of Poverty through Education, Overcoming Intergenerational Poverty, Promoting Integrated Education and Ensuring the Success of Special Education. Based on these strategic plans, the fundamental connotation, and implementation path, those Ten Policies involve achieving the equalization of basic public service, which are systematically and pertinently analyzed for exploring the policy intentions and promoting policy implementation.
