信息化促进教育精准扶贫供给侧改革:作用机理与实施对策

Supply-side Reform of Educational Targeted Poverty Alleviation Promoted by Educational Informatization:Mechanism of Action and Implementation Countermeasures

推进教育精准扶贫须从供给侧改革入手,而信息化具有的全域赋能作用为教育精准扶贫供给侧改革领域带来了全新机遇与挑战。该文将教育精准扶贫视为一种公共服务,以公共服务供给分析框架厘清教育精准扶贫供需主体关联过程;结合教育精准扶贫供需失衡困境的问题与成因分析,提出信息化促进供给侧改革是破解教育精准扶贫供需失衡之有效途径,通过重构供需关联过程模型阐释信息化促进教育精准扶贫供给侧改革的作用机理,即需求端表达、供给侧调适与供需精准关联;并以此为基础,从规划与机制、资源与服务、帮扶共同体、扶贫人才队伍建设四个方面提出了信息化推进教育精准扶贫供给侧改革的实施对策。

Educational targeted poverty alleviation should begin to advance with supply-side reform, and skills in all fields given by informationization has brought new opportunities and challenges to the supply-side reform. This paper regards the educational targeted poverty alleviation as a public service, clarifies the relevant process of educational targeted poverty alleviation supply and demand subjects by the analysis framework of public service supply. Based on the problem and cause analysis of the imbalance between supply and demand in educational targeted poverty alleviation, and propose informatization promoting supply-side reform is an effective way to break the imbalance between supply and demand of educational targeted poverty alleviation. Through reconstructing supply-demand relevant process model to explain the action mechanism of informatization promoting supply-side reform of education targeted poverty alleviation, include demand-side expression, supply-side adjustment and precise relation between supply and demand. On this basis, from five aspects of planning and mechanism, resources and services, aid community, poverty alleviation talents and poverty alleviation skills training, this paper puts forward the implementation countermeasures to informatization promoting supply-side reform of education targeted poverty alleviation.
