“三产融合”是指农业内部各部门之间、农业与农村第二第三产业之间通过融合渗透、交叉重组等方式形成农业新产业新业态新模式的新型农业组织方式和过程。“三产融合”的关键和核心是“融合”,其根本目的是促进农业高质量发展、农民福祉持续增进,实现农业农村现代化和乡村振兴。“三产融合”是农业产业化的高级形态和“升级版”。近年来,我国“三产融合”呈现出融合主体多元化、发展模式多样化、农村新产业新业态持续快速发展、利益联结机制日趋紧密的良好态势,“三产融合”发展日益成为农业转型升级和高质量发展的重要特征。构建“三产融合”发展体系,要培育、发展壮大多元化融合主体,强化各主体独特作用;创新发展多类型融合模式,促进不同模式共生协同;打造平台载体,促进“三产融合”集聚集群发展;健全利益联结机制,促进形成“三产融合”利益共同体;完善支持政策,促进“三产融合”可持续发展。

“Integration of three industries” is a new agricultural organization mode and process.In this mode and during the process,agricultural new industries and new models are constantly forming by means of integrated penetration and crossed recombination,between different departments within agriculture,between agriculture and secondary industry in rural area,and between agriculture and tertiary industry in rural area.Integration is the key and core of “integration of three industries”.Promoting high-quality development of agriculture,improving continuously farmers’ well-being and realizing the modernization of agriculture and rural areas and rural vitalization are the fundamental purposes of “integration of three industries”.“Integration of three industries” is the advanced form and upgraded version of agriculture industrialization.In recent years,“integration of three industries” presents a good development trend,and they are the diversification of integration operators and development model,the sustainable and rapid development of new industries and new forms of business in rural areas,the increasing closeness of benefit linking mechanism.The development of “integration of three industries” becomes increasingly the important characteristic of agricultural transformation and upgrade,and agricultural high-quality development.To establish the development system of “integration of three industries”,we should cultivate diversified integration operators,and intensify unique role of each operator;innovatively develop diversified integration models,and promote coexistence and coordination of various integration models;establish platform carrier of “integration of three industries”,and promote aggregation and cluster development of “integration of three industries”;improve benefit linking mechanism,promote the formation of benefit community of “integration of three industries”;perfect support policies,and promote the sustainable development of “integration of three industries”.
