长沙市基层卫生人才队伍建设现状与建议

Current situation and suggestions on the construction of basic health personnel team in Changsha City

基层医疗卫生机构在城乡居民健康的守护中扮演着极为重要的角色,是我国医疗卫生服务网的网底,而人才为基层医疗体系中最核心的问题。基层卫生人才队伍建设在卫生事业发展中有重要战略意义。本文以长沙市政协对市卫计委“基层医疗卫生服务体系建设”情况进行民主评议为契机,通过集中调研、实地访谈、问卷调查等方法分析了长沙市基层卫生人才队伍状况及存在问题,并提出合理化建议。以助加强基层医疗服务软实力,健全基层卫技人才招募、培养、晋升机制,进而提高基层医疗卫生服务能力,快速推动健康长沙的创建。

Grassroots medical and health institutions play an important role in protecting the health of urban and rural residents and is our country medical and health service network bottom, and talent is the most core problem in the primary medical system. The construction of grass-roots health talents has important strategic significance in the development of health undertakings. This paper takes the opportunity of the Changsha Committee of The Chinese People′s Political Consultative Conference democratic comment on the “construction of grassroots medical and health service system” of the municipal health and family planning commission in Changsha, through the methods of centralized investigation, field interview, questionnaire survey and so on, this paper analyzes the status and existing problems of grassroots health personnel in changsha, and puts forward reasonable suggestions. In order to help strengthen the soft strength of primary medical service, improve the recruitment, training and promotion mechanism of primary medical and health personnel, so as to improve the ability of primary medical and health service, and rapidly promote the establishment of health Changsha.
