摘要
台湾近年河川管理观念已转变为要求提升河川之环境质量、资源利用及环境生态之永续发展,将加强河川环境管理列为重要措施。依据台湾河川管理办法第27条规定,管理机关依据河川治理计划,并参考所辖河川水土资源、生态环境、自然景观、河川沿岸土地发展及其相关情况,制订河川环境管理计划。通过评估现今台湾头前溪干流使用行为与管理作为,朝维护水流正常功能、确保水资源永续发展、维护生态环境及促进河川区域内土地整合使用等目标迈进。针对头前溪固有特色及当地民众需求,据以完成河川环境管理规划,再依河川治理计划及施政方针制订河川环境管理计划,从事有计划的河川环境管理。
In recent years,the concept of river management in Taiwan has been transformed into the requirements to improve the environmental quality,resource utilization and ecology environment of river for sustainable development and strengthen the environmental management of rivers as an important measure.According to Article 27 of the Taiwan River Management Regulations,the management agency can follow the river management plan and determine the river environmental management plan refer to river and water resources,ecological environment,natural landscape,land development along the river and its related circumstances.This paper reviewed and evaluated the current behavior and management of Touqian River in Taiwan,and aimed to maintain the normal function of water flow,ensured the sustainable development of water resources,maintained the ecological environment and promoted the integration and use of land in the river area.In response to the inherent characteristics of Touqian River and the needs of the local people,the river environmental management plan was completed,and the river environmental management plan was formulated according to the river management plan and the policy and the river environment management with plans was completed.
