基于过程化管理的“河长制”与“强监管”

水利行业强监管是新的治水思路,“强监管”需要过程化管理,需要在过程中解决关键问题,类同于全国全面推行的“河长制”,亮点就在于过程化管理,同样有“问题导向”“解决方案”“任务指派”“指挥联动”“在线评价”“反馈跟踪”等关键环节,这些关键环节需要以“流程化服务”实现“过程化管理”。“河长制”的组织体系、制度体系、责任体系等初步形成,制度推进快,正在由“有名”转入“有实”的新阶段。新形势下,“河长制”就是“强监管”,是落实在过程化中的“强监管”。以人为本,清晰责权利,以问题为导向,针对问题,实现“需要做什么”“怎么做”“由谁来做”的全过程化流程管理及决策服务,在过程中做到不断反馈跟踪、循环深入的“强监管”。

The Strengthening Supervision&Management(SSM)is a new demand for water resources management of China.The SSM is a process management or workflow management,and the key issues of River Chief System(RCS)need to be solved by SSM during the process.The RCS has been fully implemented all over the country.The highlight of RCS needs the process management for the problem oriented,problem solution program,task assigned and directing,coordinating and controlling,online assessment and feedback tracking.The process management is the workflow management.The RCS have been initially formed and it has been turned into new stage from“with name”to“with reality”,to become effective.Under the new situation,the RCS needs the SSM,taking the people-oriented,to clarify the rights,responsibilities and obligations.Problem oriented primary line including what to do,how to do,who to do,and what will be,will be formed and the SSM will be implemented in the process of continuous feedback tracking and deeply circulating.The process of SSM is proposed based on the workflow service and decision service.
