摘要
大学内部管理制度构建与大学自身组织特性相关,大学既有以科层化为特征的行政管理机构,也存在以松散联合为特征的学术管理组织,它们以不同的立足点寻求支持,并以不同方式进行资料生产。因此,在相关管理制度构建上需要分离而论。本文以组织理论提出的理性、自然、开放三大系统理论为根据,对大学内部管理体制改革给出了对应思考:大学内部行政管理制度要以组织“规范结构”管理要素为指导,以规范行政权力泛化问题;学术管理制度要以组织“行动结构”管理要素为准则,重视高等教育自身发展规律;大学管理制度建设要以“适应结构”管理要素为支撑,主动适应现代大学制度要求。
The construction of university internal management system is related to the organizational characteristics of the university itself.There are both administrative organizations characterized by bureaucracy and academic management organizations characterized by“loose association”.They seek support from different perspectives and produce materials in different ways.Therefore,the construction of relevant management system needs to be separated.Based on the three systematic theories of rationality,naturalness and openness proposed by the organization theory,this paper gives corresponding thoughts on the reform of the internal management system of universities.The academic management system should take the organizational“action structure”management elements as the criterion and attach importance to the development law of higher education itself.The construction of university management system should be supported by“adaptive structure”and adapt to the requirements of modern university system.
